Not all governors/states that wanted to participate in the Western Governors University were able to attend the June 24, 1996 meeting. So, other governors signed at later dates. The fourth page of this PDF is a reproduction of the third page, and it was signed by Marc Racicot, Governor of the State of Montana, on July 8, 1996. The final page of this PDF has four additional signatures. Benjamin Cayetano, Governor of the State of Hawaii, signed July 17, 1996. Bob Miller, Governor of the State of Nevada, signed on August 20, 1996. Carl Gutierrez, Governor of the Territory of Guam, signed on April 1, 1997. And Tony Knowles, Governor of the State of Alaska, signed on April 17, 1997. These last three signatures were cut out and taped to this document.
